ArcView is a rather old product that is now referred to as ArcGIS for Desktop Basic. You can try running it using Windows 7 Compatibility Mode, but the best solution would be to update it to more recent versions.

The ArcView application is now known as the ArcGIS for Desktop. There is a website which provides all the information about it including a trial download to save it on your computer. I have searched what you asked, but there was no information viable and ready to be used.
